I recently moved to East London for work, my first day here I had to go sort out some things at the traffic department. But I really battled to locate the traffic department.
The Buffalo City website was less than helpful. Listing several numbers and services but no address. No amount of Googling helped, and not even the Yellow Pages website could help. Alas I didn’t have a hard copy of this, although I don’t know how helpful that would have been.
I did phone the department and after being put through to the right person, was told they don’t have a physical address, they were just located at ‘Ziphunzana’, note, I heard something similar to that and Googled it without result.
So eventually I phone a friend who grew up here. After a bit of umming and ahhing he had to go on Google Maps and then direct to where it’s located. I did eventually find it, and the service was acceptable, slightly less waiting than what I experienced in Port Elizabeth, but it felt more disorganised with multiple disjointed rooms and corridors.
So for anyone looking for the Testing Centre in East London, also known as Braelyn- or Buffalo City Traffic Department, it’s located at the Ziphunazana Bypass in Braelyn, East London. See the map below for reference. At this centre you can book for driver’s (all codes) or learner’s licences, renew driver’s licences and pay traffic fines as well as do vehicle roadworthiness tests.
I believe the building below, in Oxford Street, is the location of the Vehicle Licensing centre. The windows to the right of the streetview image now have large signs in them saying Vehicle Licensing.

Gonubie Traffic Department. You apparently can’t do everything at this traffic department, mainly for testing. Give them a call if you’re unsure.
And Wilsonia Traffic Department while we’re about it:
Just want to warn traffic officers that the drivers are challenging the officers when they are directing traffic, when the robots are out. The taxi drivers are telling one another to not pay heed to the officers and just drive through their stop signals. The drivers actually challenge the officers and disobey them.

I am trying to find out the car park data of every vehicle from 2008 to date that is on the road in south Africa. by make and model. I was wondering if it is possible to get that data and where I am able to get this info. I have tried the east London traffic department and they just said that they cant help me.

Hey, not exactly sure what you’re trying to get, but NAAMSA are quite up to date on car sales and manufacturing figures for SA.
i have been in contact with naamsa but they have said that they will need to find that data. i am looking for how many vehicles are on the S.A roads and the different models on the road and the numbers of each make.

I would like to know whether I can change the name of ownership at Gonubie, or only at Braelyn?
Vehicle registration can be done at the licensing department in Oxford street.
I bought a car from someone who never changed ownership and the car was last licensed in 2013. I want to put the car on my name and have the tltle certificate but no I’d of previous owner. What must I do to get the licence updated and on my name please help with advise
Hi, sorry I can’t help you. Contact the traffic department directly. Normally the previous owner must submit a form stating they are selling the vehicle. Without this I don’t know the process. Link to proper process.
The yellow change of ownership form needs to be filled in and signed by the previous owner. You can download and print it online too (on the traffic departments website). Until that form is completed, the car is technically the previous owner’s.

Found Wilsonia Provincial Traffic Department, by coming off N2 at Amalinda intersection, then going towards Summerpride, past Johnson & Johnson, past BP Hiway Motors and under the bridge. Offices are on the right side of the road, just after the bridge. Suburb is Eureka . . ironically. Tel : 043 – 745 2313. Hours 08h00 to 14h00. No money taken after 14h00. Can renew licence card there.

Christien. Go online. http://www.ViewFines.net. Register yourself. Click on Municipal List. Buffalo City = East London. There are contact numbers there. Use one of the payment links on the Home page. I trust and use EasyPay or Standard Bank. Good luck.

At what point am I required to bring doctors letter and optician’s letter verifying my health and eyesight before I can apply for licence?

You never need to. Eye tests are done at the traffic department and no medical certificate is required.
